The signing ceremony was attended by representatives from the State Bank of Vietnam, the Central Party Office, the Office of the Government, the Hanoi Party Committee, and other central and municipal departments, alongside leaders from BIDV and HPASC.
In recent years, the Party and State have introduced several key policies and directives to drive administrative reform, placing individuals and businesses at the center of public service delivery. The establishment and operation of HPASC played a critical role in streamlining administrative procedures, enhancing management efficiency, and improving transparency, thereby contributing to the modernization of public services in the capital city.

The partnership between BIDV and HPASC is a major step forward in implementing the Online Public Service Agent model, a transformative initiative that redefines how citizens interact with administrative services. This model is part of the implementation of Resolution No. 57-NQ/TW (22 December 2024) of the Politburo on scientific and technological breakthroughs and national digital transformation, and Decision No. 06/QD-TTg (6 January 2022) of the Prime Minister on the application of population data, e-identification, and e-authentication to facilitate national digital transformation during 2022–2025, with a vision to 2030. This model will enable Hanoi to achieve the following objectives: “5 No’s”: no boundaries, no intermediaries, no paperwork, no administrative doors and no procedural bottlenecks.
As one of Vietnam’s largest and most established financial institutions, BIDV brings to the partnership extensive resources and capabilities, including: Total assets of over VND 2.7 quadrillion; a nationwide network of transaction points in Hanoi alone, a client base of 22 million individual customers and 500,000 corporate customers, and robust digital infrastructure, a skilled workforce, and a strategic commitment to sustainability and innovation.
The cooperation between BIDV and HPASC not only reflects a shared vision for administrative reform but also affirms BIDV’s long-standing role as a pioneer in supporting the government’s digital agenda. This milestone underscores BIDV’s strong commitment to supporting state agencies in enhancing public service quality, actively contributing to the development of a digital government, digital economy, and digital society.

Immediately following the agreement, BIDV committed to transforming all 206 BIDV transaction offices in Hanoi into Online Public Service Agents, where staff will guide individuals and businesses in accessing and utilizing online public services and processing administrative fee payments through secure digital channels. At the same time, BIDV is collaborating with HPASC to assist new business registrations in the city, fostering an enabling environment for entrepreneurship and local economic growth. Additionally, BIDV is providing free digital kiosks and funding communication materials at HPASC to raise awareness and guide users on how to utilize digital public services.
The partnership between BIDV and HPASC aims to establish a broad network of Online Public Service Agents, enabling individuals and businesses to access administrative services more easily, speedily, and conveniently, thereby expanding access to digital government services, increase the rate of online administrative transactions, and help 80% of citizens adopt online public services by 2025. The Online Public Service Agent model also reduces the administrative burden on public institutions while maximizing social resources by allowing private-sector participation in public service delivery. This aligns with Resolution No. 18/NQ-TW (25 October 2017) of the 6th Plenum of the 12th Party Central Committee, which calls for the socialization of public services and restructuring of the administrative apparatus for improved efficiency.

The cooperation between HPASC and BIDV marks an important step toward building a modern, digital, and citizen-centric administration in Hanoi, creating the most favorable conditions for individuals and businesses to access digital services, contributing to establishing a modern, transparent, and effective public administration system. Both parties are committed to jointly implementing digital solutions, enhancing service quality, and promoting the adoption of technology in online public service delivery.
This event not only marks a significant milestone in public-private partnership but also lays the foundation for comprehensive, long-term cooperation -contributing to the capital’s sustainable development and Vietnam’s broader journey toward “robust growth, prosperity, and advancement.”
