The Vietnam Investment and Development Bank – Vinh Long Branch (BIDV Vinh Long) respectfully announces the auction of assets through enforcement proceedings under normal procedures. The assets for auction are the land use rights and assets attached to the land of Ms. Hoang To Chuyen, specifically as follows:

- Assets for auction: Land use rights and assets attached to the land of plot number 894, map sheet number 41, area 198.0m2, urban residential land, located in Ward 9, Vinh Long City, Vinh Long Province (now Long Chau Ward, Vinh Long Province), registered under the name of Ms. Hoang To Chuyen (According to Land Use Right Certificate, House Ownership Certificate and Other Assets Attached to Land No.: CU 877294, registration number: CS 13215).

- Assets for auction: Land use rights and assets attached to the land plot No. 934, map sheet No. 41, area 476.3m2, urban residential land, located in Ward 9, Vinh Long City, Vinh Long Province (now Long Chau Ward, Vinh Long Province), registered under the name of Ms. Hoang To Chuyen (According to Land Use Right Certificate, House Ownership and Other Assets Attached to Land Certificate No.: DD 860893, registration number: CH 15145).

- Assets for auction: Land use rights and assets attached to the land plot No. 935, map sheet No. 41, area 189.4m2, type of land for perennial crops, located in Ward 9, Vinh Long City, Vinh Long Province (now Long Chau Ward, Vinh Long Province), registered under the name of Ms. Hoang To Chuyen (According to Land Use Right Certificate, House Ownership and Other Assets Attached to Land Certificate No.: DD 860894, registration number: CH 15146).

- Auctioned property: Land use rights and assets attached to the land plot No. 936, map sheet No. 41, area 115.9m2, type of land for perennial crops, located in Ward 9, Vinh Long City, Vinh Long Province, registered under the name of Ms. Hoang To Chuyen (According to Land Use Right Certificate, House Ownership and Other Assets Attached to Land Certificate No.: DD 860895, registration number: CH 15147).

- Main house: construction area 390.34m². Built in 2022. Independent house type: 1 ground floor + 1 upper floor. Structure: Reinforced concrete foundation and frame, brick walls + paint, tile roof, stepped gypsum ceiling, polished tile floor.

+ Ground floor includes: 1 living room, 1 bedroom, bathroom + common living area. Entrance door is a roller shutter, bedroom doors are wooden, reinforced concrete staircase with granite steps and wooden handrail.

+ Second floor includes: 1 prayer room, 3 bedrooms, with a separate bathroom. Balcony door is aluminum frame with glass (4-panel type), bedroom doors are wooden, windows are aluminum frame with glass (4-panel type).

- Kitchen: Construction area 25.38m². Built in 2022. Independent single-story house. Reinforced concrete frame and columns, brick walls with paint, tiled floor, corrugated iron roof, plastic ceiling. Kitchen has a separate bathroom.

- Awning 1: Construction area 17.64m². Built in 2022. Steel frame and columns, cement floor, corrugated iron roof.

- Canopy 2: Construction area 47.58m². Built in 2022. Steel frame, tiled floor, corrugated iron roof.

- Canopy 3: Construction area 26.4m². Built in 2022. Steel frame, cement floor, corrugated iron roof.

- Rockery: Construction area 5.4m². Built in 2022. Brick walls, reinforced concrete base and beams, rockery inside approximately 2m high.

- Fence: Construction area 285.32m². Built around 2022. Structure: Reinforced concrete foundation and beams, brick walls.

Note: - The land on which the construction has been built has not yet completed the procedures for obtaining land ownership certificates.

3. Time and location for viewing the auctioned property:

- From May 14, 2026 to June 8, 2026 at the property's location (Long Chau Ward, Vinh Long Province).

4. Time and location for purchasing auction participation documents:

- From the date of this announcement until 5:00 PM on June 8, 2026 at Tay Do Dong Thap Joint-Stock Auction Company - Vinh Long Branch.

5. Starting price of the auctioned property: VND 10,697,814,699 (In words: Ten billion six hundred ninety-seven million eight hundred fourteen thousand six hundred ninety-nine Vietnamese Dong).

6. Fee for purchasing auction participation documents, deposit, and bidding increment:

- Document purchase fee: VND 1,000,000 (In words: One million Vietnamese Dong).

- Deposit: VND 1,070,000,000 (One billion seventy million Vietnamese Dong). Taxes as per law, buyer bears notarization fees.

- Minimum bid increment: VND 107,000,000 (One hundred seven million Vietnamese Dong).

7. Time, location, conditions, and method of registration for participation in the auction:

- Time and location for depositing the advance payment: From the date of this announcement until 5:00 PM on June 8, 2026, deposit into the account of Tay Do Dong Thap Joint-Stock Auction Company - Vinh Long Branch, account number: 116003033623 at Vietnam Commercial and Industrial Bank - Dong Thap Branch.

- Conditions and method of registration for participation in the auction: Customers who meet the legal requirements must purchase the application form, submit the application, and deposit the advance payment to participate in the auction (not falling under the cases prohibited from registering for auction participation as stipulated in the Law on Auction of Assets 2016, amended and supplemented in 2024) and comply with other requirements as stated in the auction notice and the auction regulations posted at the Company. Customers must personally view the auctioned assets at the publicly announced time. Customers who do not view the property according to the publicly announced schedule are deemed to agree to the current condition of the auctioned property. All authorizations must be notarized or certified by a competent authority.

9. Auction format and method: Direct verbal auction using the ascending bid method.

Note: One working day before the auction opens, the person obligated to execute the judgment has the right to reclaim the property if they pay the full amount of the judgment and settle all actual and reasonable costs incurred from the enforcement of the judgment and the organization of the auction. Tay Do Dong Thap Joint-Stock Auction Company - Vinh Long Branch will stop the auction and refund the application fee and deposit to registered bidders (if any) without any further compensation.
