Joint Stock Commercial Bank for Investment and Development of Vietnam - Thanh Nam Branch (BIDV Thanh Nam) announces the selection of property auction organizations as follows:

1. Auction property:

Land use rights and assets attached to land At land plot No. 338, map sheet No. 28, address at Xom 9, Hai Minh commune, Hai Hau district, Nam Dinh province according to the Certificate of land use rights, rights owning houses and other land-attached assets, number BY 420800, number in the certificate of issuance: CH00800 issued by Hai Hau District People's Committee on May 19, 2015 to Mr. Dinh Van Thuyet and Ms. Dang Thu Trang.

Expected starting price: 4,000,000,000 VND

2. Time to receive documents:

The time limit for direct application submission is 05 days from the date of notification (the dossier submitted by post shall be counted according to the postmark provided that BIDV Thanh Nam must receive it within 07 days from the date of notification).

 Note: In case of direct application, the person submitting the application must bring the Letter of Introduction and Identity Card.

4. Selection criteria:

Organizations registering to participate in the auction must meet the criteria specified in Clause 4, Article 56 of the Law on Asset Auction dated November 17, 2016 and the criteria prescribed by BIDV, specifically as follows:

- Corporate Legal: Having the function of property auction activities, named in the list of asset auction organizations announced by the Ministry of Justice

- Working time (experience): 3 years of experience or more (calculated by day/month of the year)

- Number of auctioneers: There are at least 3 auctioneers

- Number of Branches/Representative Offices: Having at least 03 branches/representative offices, (including the parent company, not applicable to Auction Centers under the Departments of Justice of provinces/cities)

- Necessary facilities and equipment: There is an auction room and an information system for auctions

- Auction plan:  There is a description of the feasible, effective and suitable auction plan according to BIDV's requirements

- Competence, experience and reputation of the auction organization: Have a description of capacity, experience, reputation

- Remuneration for auction services, appropriate property auction costs: According to the provisions of Circular No. 45/2017/TT-BTC dated 12/05/2017 and 108/2020/TT-BTC dated 21/12/2020 of the Ministry of Finance and as agreed

5. A registration dossier includes:

- Legal documents of the business/property auction organization

- Graduation certificate of auctioneer training of at least 03 auctioneers

- Description of qualifications and experience

- A description of the feasible and effective auction option

- Letter of bid, other commitments of the auction organization (if any)

* Note:

- The notice of selection automatically expires in case the auction organization is not allowed to auction according to the provisions of law.

- BIDV Thanh Nam will send a written notice of the results to the selected auction organization, those who are not notified of the results will be considered as not selected, BIDV Thanh Nam will not return the documents to unselected ones.
