As regards the result of the investment cooperation between Vietnamese enterprises and Myanmar in the official visit to Myanmar by the Prime Minister of the Socialist Republic of Vietnam and participation in the Fourth Greater Mekong Sub-region Summit from 19 to 21 December 2011.

With the support and guidance from the Association of Vietnam Investors to Myanmar (AVIM) and the responsible and enthusiastic attention by Vietnam Embassy in Myanmar, Vietnamese enterprises have been determined and patient in surveying, studying the market and negotiating with Myanmar partners; at the same time, together with the quite positive renovation that has actually opened opportunities for foreign investors of the Government of Myanmar, projects of Vietnamese enterprises have initially gained good results with signing and licensing in the field of agriculture, pharmacy, real estate and mining in the official visit to Myanmar by the Prime Minister:

1. Agriculture:

- Forming joint venture in variety production and agricultural business of Viettranimex with its partner, Sann Shwe Co., Ltd. Total expected investment is 15 million USD and the expected area is 10,000 ha in Nay Pyi Taw. At present, Viettranimex is carrying out presentation planting program for 12 rice varieties in the farm of the President and Sann Shwe Li Co., Ltd. Test farm develops quite well and earns great confidence from the Government of Myanmar and highly appreciated by Myanmar.

- Forming joint venture in investing in the agricultural service complex between Vinacapital, An Giang Plant Protection Joint Stock Company and Green Asia Co., Ltd of Myanmar including planting, supplying variety rice, fertilizer, pesticide, rice mill (capacity may be expanded to 250,000 tons), producing packing, noodle, agricultural products for export in East-Dagon district, Yangon. Total expected investment of 55 million USD is divided into 3 phases; The first phase is 15 million USD for rice mill (capacity of 100,000 tons/year) and the warehouse, packing and noodle production factory and variety rice farm.

2. Real estate: The project for trading center, hotel and apartment for lease complex of Hoang Anh Gia Lai Group Joint Stock Company (HAGL) on 8 ha in Yangon; total estimated investment is about 300 million USD. Carried out in the form of BOT in 60 years.

3. Pharmaceutical production: The project for pharmaceutical production joint venture between ASV Pharma Corporation and Myanmar Entrepreneur Investment Group with total estimated investment of 20 million USD in Yangon, produces antibiotics, injection and perfusion.

The Government of Myanmar highly appreciated the cooperation between the enterprises of two countries in the field of agriculture, created favorable conditions for support in the spirit of mutual benefit; concurrently wishing Vietnam to continue helping Myanmar have a developed agriculture to contribute to enhancing the people’s living standard like the model and way of doing of Vietnam.

Apart from the signed projects in which the joint venture is licensed, some other projects of Vietnamese enterprises are expected to obtain joint ventures and license in the coming time with the support from the Government of Myanmar such as marble exploitation project of Simco Song Da, sugarcane production, cotton planting and processing, beverage production factory, cement factory and interior furniture production factory.

The result after the talk between the President Thein Sein and the Prime Minister in the official visit to Myanmar by the Prime Minister will open up a good prospect and create favorable conditions for Vietnamese investors to quickly gain a standing in Myanmar market, develop sustainably and increasingly expand, thereby contributing to tightening the good friendship between Vietnam and Myanmar.

According to the evaluation by Mr. Tran Bac Ha - Chairman of AVIM, compared with one year ago, the Government of Vietnam is highly determined to reform foreign investment policies and regimes with a view to quickly making Myanmar a country with developed market economy. Myanmar has good will and eager for promoting the economic cooperation between Myanmar and Vietnam, especially in the field of agriculture.

In the coming time, after establishing the normal international relationship, the investment in Myanmar by the countries will be quite exciting and competitive; With advantage in good political and diplomatic relations between the two countries, Vietnam should promote the signing of such agreements as Investment encouragement protection agreement, double taxing prevention agreement, tariff, Visa exemption, etc. relevant Ministries and sectors of the Government of Vietnam, especially the Ministry of Finance, the State Bank of Vietnam, the Ministry of Agriculture and Rural Development, the Ministry of Transport, the Ministry of Posts and Telecommunications should take prompt to sign cooperation agreements with partner Ministries of Myanmar in order to create favorable supporting conditions and legal framework for Vietnamese enterprises. We should promptly promote investment focusing on strengths of Vietnam and Myanmar such as agriculture, industrial crops (rubber, sugarcane) and agricultural crops.

Vietnamese enterprises and investors should be patient in surveying and enhancing understanding, updating changes in Myanmar laws, policies and regimes to take initiative in negotiation and cooperation with Myanmar in the principle of safety, sustainability, mutual benefit with sincerity and goodwill. Hopefully, with opportunity in the coming years, the economic - tourist - trade - investment cooperation of Vietnam into Myanmar will gain effective breakthrough.
