No.34/2015: BIDV charter capital increase and VND1 trillion loan package to fishermen for shipbuilding

 

1. Charter capital increase

On 25 April 2015, the State Bank of Vietnam issued Decision No. 589/QD-NHNN approving the merger ofMekong Housing Bank (MHB) into Bank for Investment and Development of Vietnam JSC (BIDV). The same day, the State Securities Commission issued a certificate No. 19/GCN-SSCapproving BIDV’s additional issue of 336,921,100 shares  to swap for MHB shares. Following the decision, BIDV received all assets, legal rights and interests from MHB and completed the merger procedures, includingcharter capital increase.

On 22 May 2015, BIDV completed the issuance of additional shares, making its charter capital after the merger toVND31,481,237,440,000 (nearly USD1.5 billion). The existing shareholders of MHB officially became shareholders of the Bank from 0h0023 May 2015.

On 29 June 2015, the State Bank Governor issued Decision 1246/QD-NHNN amending BIDV’s establishment license and article 2 of Licence No. 84/GP-NHNN dated 23 April 2012.  Accordingly,BIDV’s charter capital after themerger increased from VND28,112,026,440,000 (nearly USD1.3 billion) to VND31,481,237,440,000 (nearly USD1.5 billion).

2. VND 1 trillion loan packageto fishermen as reciprocal capital for shipbuilding under Decree 67/2014/ND-CP

As the bank pioneering in the implementation of Decree 67 onfisheries development, BIDVmade lots of proposals and recommendations to the Government, the State Bank and ministries to speed up the implementation of Decree 67.

The biggest bottleneck related to access to loans from commercial banks is thatfishermen are short of or cannot prove their reciprocal capital for loans from banks. To remove the obstacle and accelerate the effective deployment of Decree 67, BIDVlaunched “VND 1,000 billion loan package for individual customers and households to supplement their reciprocal capital to borrow loans from banks for shipbuilding under Decree 67”. Implementation time of the program is from 01 July 2015 to 31 December 2016 with maximum loan per customer ofVND500 million (USD23,000), interest rate of 6% p.a. and loan term up to 36 months of disbursement date.
