No.04/2015: BIDV aggressively implements Decree 67

BIDV is a leading bank involving in the development of the Government’s policies and mechanisms on fisheries development and is at the forefront in implementing the Government’s Decree 67 concerning support to the development of aquaculture in association with sea and island protection.

Prior to the issuance of the Decree 67, BIDV cooperated with the People's Committees of Binh Dinh and Quang Ngai provinces to launch a program on “extending credit for offshore aquatic exploitation” following the instruction of the Prime Minister. BIDV organized site surveys, programs, seminars to directly consult fishermen, scientists, local authorities, and relevant units (in Binh Dinh, Quang Ngai provinces) on the Government’s draft policy on aquaculture development. Many recommendations made by BIDV have been listened and included in the Government’s Decrees and circulars.  

​BIDV has implemented the Decree 67 consistently across the system. Specifically, the bank established a Steering Committee and issued lending documents and processes as directed by the State Bank and the ministries. Further to this, it also organized internal conferences to provide training and guidance to its branches; finalized communication materials and marketing programs; worked directly with key localities to understand the situation and implementation results and difficulties to timely propose measures to the Government and ministries for actions.

To help ship-owners and fishermen access the loans, BIDV branches in all provinces approach ship-owners/fishermen to introduce and guide through loan procedures and requirements to ensure simplicity and transparency. Besides, BIDV branches are also actively involved in supporting provincial Steering Committees with respect to borrower evaluation process to help shorten the turnaround time.

Up to now, BIDV has achieved positive results, specifically: BIDV branches approached 531 clients with total capital needs of about VND1,604 billion, mostly for steel-hulled ships with high capacity for offshore fishing. Initially, BIDV is committed to lend 30+ customers with amount of around VND250 billion. BIDV is the first commercial bank making medium and long-term loan disbursement under the Decree 67 to fishermen in Thua Thien Hue province.

The bank’s determination and efforts are recognized by the Government, ministries, and localities. Based on the bank’s recommendations and proposals, Deputy Prime Minister Vu Van Ninh instructed ministries and localities to take measures for removing bottlenecks in the implementation of Decree 67, thus creating momentum for consistent implementation throughout the country.
